The vehicle number plates in India have undergone a radical transformation in the past decade. Until recently, they were simple metal or plastic boards, produced by local vendors with little regulation. As India’s vehicle population surged and the need for better law enforcement, road safety, and theft prevention grew, the Government of India recognized the risks posed by easily duplicable, tamper-prone number plates.
To address these challenges, the Ministry of Road Transport and Highways (MoRTH) mandated the introduction of High Security Registration Plates (HSRP) under Rule 50 of the Central Motor Vehicles Rules (CMVR), 1989.
First proposed in the early 2000s but rolled out nationwide only from April 2019, HSRPs were designed to:
- Standardize number plates across all states and UTs
- Embed security features to prevent tampering and counterfeiting
- Each plate is linked to a national vehicle database (VAHAN) for traceability
- Enable enforcement using cameras and digital systems (e-challans, ANPR)
- Deter vehicle theft and improve recovery rates
What is an IND Number Plate?
The term IND number plate refers to the HSRP’s distinguishing blue “IND” (for India) mark on the left, which became a symbol of standardized, government-approved number plates. For everyday vehicle owners, “IND number plate” and “HSRP” are used interchangeably, although technically, all HSRPs carry the IND mark as a sign of legal compliance

Why Is HSRP Now Mandatory in India?
The government’s push for HSRP was about public safety, compliance, and national security:
- Legal Requirement: As of April 1, 2019, all new vehicles must have HSRPs. Many states have now mandated retrofitting for older vehicles registered before April 1, 2019, as well.
- Prevents Plate Duplication and Theft: The tamper-proof features make it much harder for criminals to swap or duplicate plates.
- Enables Digital Enforcement: All HSRPs are linked to VAHAN, so police can instantly verify vehicles at checkpoints or through camera networks.
- Uniformity Across India: Previously, every state and vendor had its own formats, fonts, and plate materials. HSRP ensures a standardized format nationwide.
- Support for Future Innovations: The standardization paves the way for digital services like automated tolling, smart parking, and connected vehicle systems
- Issuance Control: HSRPs are issued only through government-authorized vendors and are individually registered to both the vehicle and its owner. All details are carefully recorded in the VAHAN database, which deters any manipulation or misuse and ensures complete traceability throughout the life of the vehicle.
The Problem of Fake and Non-Compliant Number Plates
With enforcement growing stricter, counterfeit HSRPs or illegal “IND” plates from unauthorized vendors have appeared.
Risks of fake plates:
- Fines and e-challans: Cameras and police can instantly flag mismatches.

How to Identify a Genuine IND Number Plate (HSRP): A Complete Checklist
Here’s how to ensure your car or bike’s number plate is 100% legal and MoRTH-compliant. Look for these six features:
1. Laser-Etched 12-Digit Alphanumeric Code
What is it?
Every HSRP must have a unique 12-digit Personalised Identification Number (PIN) etched by laser – never printed or stamped.
Where to find it?
On both the front and rear plates, and in the third windshield sticker (for four-wheelers).
Why it matters:
This number is linked to your vehicle’s registration in the VAHAN database and can be instantly traced by authorities.
Warning: If this number is missing, or looks like it’s ink-printed, your plate is almost certainly fake.
2. Hot-Stamped Chromium-Based Hologram (Ashoka Chakra)
What is it?
A hot-stamped hologram of the Ashoka Chakra, embedded at high temperature (220°C).
Where to find it?
On the plate’s left side, above the IND mark.
Why it matters:
It’s tamper-proof and cannot be replicated with stickers.
Warning: Holograms that are stuck on or peel off easily are fake.
3. Tamper-Proof Snap Lock Mechanism
What is it?
Instead of screws, genuine HSRPs use special snap locks that break if tampered with.
Where to find it?
Visible on the plate’s fitment points.
Why it matters:
Prevents the plate from being moved between vehicles or stolen.
Warning: Plates attached by ordinary screws or removable fasteners are not HSRP.
4. Retro-Reflective Sheeting & “IND” Branding
What is it?
A white, reflective background (improves night visibility) with a blue “IND” watermark at the left.
Where to find it?
Covers the entire plate; IND is on the left.
Why it matters:
Ensures visibility in all lighting and official recognition.
Warning: If the plate isn’t highly reflective or is missing the “IND” logo, it’s not compliant.
5. Colour-Coded Third Licence Plate Sticker (Windshield Sticker)
What is it?
A color-coded sticker on the inside of the front windshield for four-wheelers & three wheelers – displays the registration, 12-digit PIN, registration date, fuel type, and more.
Color Codes:
- Light Blue: Petrol/CNG
- Orange: Diesel
- Grey: Electric/hybrid
- Green strip: BS-VI compliant
Why it matters:
Helps police instantly verify vehicle details and fuel type.
Note: Not required for two-wheelers.
Warning: Missing, wrong color, or mismatched details mean non-compliance.
6. Vendor Traceability and Issuance Record
What is it?
HSRPs are issued only by MoRTH-authorized vendors (like Shimnit) and are registered in the VAHAN system.
How to check?
You should have an official invoice or booking confirmation. You can verify your HSRP either through the dealer who sold you the vehicle or by contacting your local RTO.
Warning: Plates from local shops, market vendors, or without proper paperwork may be illegal
